E-ES: PTPORTALREGISTRY Fails To Build and Global Search Does Not Work (Doc ID 2953879.1)

Symptoms

PTPORTALREGISTRY fails to build and Global Search does not work. Global Search only shows Category 'All'. Search returns no results.

The issue was reproducible in the customer site with the following steps:
1. Login.
2. From the Fluid Homepage, note that the Global Search has only Search Category 'All' as option.
3. Try to perform a search and observe that no results are returned.

Changes

The issue occurred after the environment was upgraded from PT 8.56 to PT 8.60.
