SFP: SAFI Sending Academic Program Type Change Causing Program Start Date to Update in SFP (Doc ID 2953913.1)

The SFP packaging start date is being updated to the program start date when a students Academic Program Type is changed , Causing current aid to reverse and awards aid in future terms in SFP. (example:   Changing from MS in Biology  to PHD in Biology)
 
The issue can be reproduced at will with the following steps:

1. Campus Community >Student Fin Planning Interface >SFP Installation Setup  and set "Send Graduated Status" = N.
2. Open Student Records > Enrollment > Quick Admit and Quick Admit Student to AA program (sfp program type = Associates) for Fall 2021.
3. Campus Community >Student Fin Planning Interface > Process SFP Messages Send INIT message followed by ISIR, NSLDS files To SFP.
4. Records and enrollment > Enroll students > Enrollment Enroll student in 12.00 units , send SAFI.
5. Campus Community >Student Fin Planning Interface > Process SFP Messages and run the app engine SFP Multipart Message Pull SCC_SFP_PUL2.
6. Records and Enrollment > Student Term Information > Term activate Term activate the student for Spring 2022.
7. Records and enrollments > Enroll Students > Enrollment enroll student in Spr 22, 12.0 units.
8. Campus Community >Student Fin Planning Interface > Process SFP Messages run the app engine SCC_VOC_INTF to send the SAFI to SFP.
9. Records and enrollment > Student Program Plan > Academic program
           add new effective dated row for 8/29/2022 Program action: PRGC, New prog: BSHA New Plan: BSHA.
10. Records and Enrollment > Student Term Information > Term activate Activate the student in the new program plan fall 2022 and enroll in 12.0 units.
11. Campus Community >Student Fin Planning Interface > Process SFP Messages run the app engine SCC_VOC_INTF to send the SAFI to SFP.

Note that the students program start date is updated from 8/29/21 to 8/29/22 in SFP.   This is incorrect.
