There are differences in the student view of financial aid in the large form factor (LFF) versus the small form factor (SFF), and as delivered the navigation collection for large form factor has more components that are displayed to students then small form factor.

Are these differences intentional and are there any plans for future functionality that would deliver some of the LFF menus to the SFF or make them completely uniform?

At least one campus has expressed a desire to display all components across all devices (large and small), however when attempting to update the SFF menus in that fashion, the information doesn't align correctly on the SFF device.
