Symptoms

Terminated/Layoff Letters MEX are not generated for all employees and some are duplicated.

Steps to reproduce the issue:

1. Terminate some employees.

2. Navigate to Menu > Global Payroll & Absence Mgmt > Termination Processing > Terminated/Layoff Letters MEX

3.Select the Calendar Group, Company and Format ID (NM PR) and Letter Type: Layoff.
