EPY: Year End Encumbrance Cleanup (HP_YEENC_CLN) Ran After Running PAYGL03 "Encumbrance" Which Caused Double Booking of Encumbrances (Doc ID 2955772.1)

Symptoms

Ran the Year End Encumbrance Cleanup (HP_YEENC_CLN) after creating the baseline encumbrance for the New Fiscal Year that should have run before running PAYGL03.

The Fiscal Year End Encumbrance Cleanup process (HP_YEENC_CLN) should have been run to liquidate any unused pre-encumbrances and encumbrances before creating new baseline encumbrance data.

The issue can be reproduced with the following steps:
1. Run the Encumbrance Process - Payroll for North America>Payroll Distribution>Provide GL Information>Encumbrances
2. Run Fiscal Year End Encumbrance Cleanup (HP_YEENC_CLN) - Payroll for North America > Payroll Distribution > Commitment Accounting USA > Fiscal YE Encumbrance Cleanup > Fiscal YE Encumbrance Cleanup
