Symptoms
DPK Deployment fails while installing PSFT Relocatable Puppet Software on Windows 2016.
ERROR

Expected version of Puppet is: 6.16.0 but the version of relocatable Puppet is:' . Please run the DPK setup without --use_alternate_puppet_install or contact Oracle Support.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Download the PeopleTools DPKs.
2. Initiate the deployment.
3. See the error which can be found in the dpk.setup.log.
