Symptoms
When hiring a Person of Interest (POI), the Job Data Record is defaulting to 'Payroll for North America' instead of 'Other' as expected.
Steps to replicate the issue:
1. Workforce Administration > Personal Information > Add a Person
Within the Organizational Relationship > Choose Org Relationship to Add > Select Person of Interest - click on Add Relationship
2. After save it will redirect you to the Job Data page, on the Payroll tab, the System defaults to Payroll for North America
