Chartfield Overrides link is not enabled on the Supplier Return Express Issue page.
Steps to Reproduce Issue:
1. Add supplier return express issue
Navigation: Inventory > Fulfill Stock Orders > Stock Request > Express Issue
2. Chartfield Overrides Link is not enable.
