Steps to replicate:
1. Set the timesheet option “Show Elapsed Timesheet by Week”
2. For the TL permission list back date the TL System Date.
3. On the time reporter data use the time period id PSBIWEEK.
4. Log in as user
5. Click on Time tile
6. Enter Time
7. Error Message
