Error 'There is no effective contract information available (10400,31)' Triggered when Creating Purchase Order (PO)

Symptoms
When create a purchase order (PO) using 'Copy From Purchase Order', and if there are met the following cumulative conditions
(1) Business Purchasing Definition - Default Contract on PO = N
(2) The copied PO (source) is old and linked to a contract with a new version that has an expiration date greater than current date
then it is triggered the error message
As result the PO was not created, and user is returned to the Add/Update POs.
