E-PUM: Update Manager Page Is Not Loading In Image 46 (Doc ID 2959030.1)

Symptoms

In PUM, while clicking on Update Manager, it is not taking user to update manager page but coming back to home page.

The issue can be reproduced at will with the following steps:
1. Deploy PUM
2. Navigate to PeopleTools > Lifecycle Tools > Update Manager > Update manager
3. It comes back to home page without any error.

Note that update manager home page is also not available to directly navigate to Update manager dashboard.
