Symptoms
After using an individual's Admin account to connect to the Application Designer client machine, attempting to log into Application Designer with the local admin account returns the error below.
However, connecting to the Application Designer client machine and Application Designer with the service account is successful.
The issue remains even though the customer exported the service account's PSCFG configuration, and imported it into the local Admin account.

Steps to Replicate:
-----------------------
1. Log into the Application Designer client machine with the Windows local account and attempt to log into Application Designer.
2. Observe error shown above.
3. Now, log into the same Application Designer client machine using the service account and attempt to log into Application Designer.
4. Observe that the Application Designer login is successful.
Changes
Access to the Application Designer client machine (remote server) changed from the service account to the Windows User Account.
