ELM 9.2: Learning Environments Added to Course Are Not Visible On Linked Classes (Doc ID 2960401.1)

Symptoms

A learning environment is added to a course and is not visible on linked Classes.
When adding a new effective dated row on a course and it is linked to a new learning environment to the course, the existing Classes linked to the Course cannot add the new learning environment.
Only the learning environment of the oldest effective dated row on the course is available at the class level.
It should be able to have different effective dates on the course level, and for the classes to fetch the correct course effective dated row to fetch the correct list of valid learning environments.

Steps to replicate the issue:
1. Find a course that already has classes linked to it.
    Enterprise Learning > Catalog > Maintain Courses
2. Add a new effective date to the course.
3. Add the most recent effective dated row on the course to another learning environment and Save.
    Set Up ELM > Learning Environment 
4. Go to any classes linked to the course
    Enterprise Learning > Catalog > Maintain Classes
