E-AD: Non USASCII Characters In PeopleCode Comments "break" "Find In" and AutoComplete Functionality (Doc ID 2960713.1)

Adding 10 lines of Non USASCII characters in Application Designer PeopleCode Comments "break" "Find In" and AutoComplete PeopleCode functionalities.

The issue can be reproduced at will with the following steps:

1. Log into Application Designer.
2. Open an Application Package (for example PT_BRANDING).
3. Add 10 lines of comment with Hebrew (or other) characters (see samples below).
4. Search for a method using "Find In", and click on the results. Observe that the result places the cursor on the wrong line number, usually several lines too early.
5. Write PeopleCode to test the AutoComplete function, and observe that it fails as well.
