Change Assistant job fails on step Running initial update statistics for oracle database,

Running sql using sqlplus.exe completes without any error and the issue exists only when run it from change assistant.


Following error is captured in job.log and ptupdtabstats.log file while running ptgentabstats.sql - 

SELECT OWNERID INTO :s_owner FROM PSSTATUS
  *
ERROR at line 1:
ORA-00942: table or view does not exist
SQL: ptgentabstats.sql


The issue can be reproduced at will with the following steps:
1. Start upgrading PeopleTools
2. Notice the error while updating stats
