E-RTI: New Items Added Are Not Being Returned in Search Results When Using Real Time Indexing (RTI)

Symptoms
Real Time Indexing (RTI) is not working. New transaction items / documents are added, but RTI is not adding them to the indices.
The issue was reproducible in the customer site with the following steps:
1. Configure RTI for indices PTSF_RECENTMENU, EP_PV_MASTERITEM_SD and EP_PV_MASTERITEMVENDOR_SD.
2. Create new Item and check in Global Search if it does show up in results.
3. Observe that the item is not listed.
4. Navigate through the system and make sure that the recently visited pages is updated.
5. Search in the Menu Global Search and observe that the recently visited page does not show up in Suggestions Search.
