Why Does the Logic for Selection of Chartfield Value Prompt Use The Current Date, Preventing Selection of Future Dated Chartfield? (Doc ID 2961267.1)

Goal

A new chartfield value, such as an Account, has been setup on PeopleSoft Financials, and published to Campus Solutions.  The effective date on the new chartfield is in the future, and is often representative of the start of a new fiscal year. 

On Campus Solutions, a new future dated effective dated row is entered on the Item Type General Ledger Interface tab.  The effective date is equal to the effective date on the new chartfield value.  When attempting to use the new chartfield value on the new Item Type effective dated row, the new value is not found.  The entry of the new is being performed on a calendar date prior to the future date of the chartfield.  As an example, the effective date on the new chartfield and on the Item Type General Ledger Interface row is July 1, and the data entry is being performed on June 28.

Why can't the new chartfield value be selected when the effective date on the new Item Type General Ledger is equal to the effective date on the chartfield, even if that date is in the future?   Being able to set up future requirements is often needed prior to a new fiscal year or term.
