E-CM : CM15 Unable to Download from a Channel with Message "Skipping download...<fileName>.zip is Latest (Doc ID 2961422.1)

Symptoms

 Unable to download any CS 9.2 PUM29 using CM15 with following message in log file

[DEBUG] download_manager 2023-07-11 06:56:59,543 (MainThread) Skipping download... CS-920-UPD-029-LNX_5of11.zip is latest.

Changes

1 Unsubscribe and then subscribe for the channel did not worked
2.On My Download page select all and delete and then subscribe to the channel did not worked
3.Created new FSS and still unable to download
