Symptoms
Pay rate changes on payline when Automatic Paysheet Update is turned off
We do not expect the pay rate to change after paysheets are created and Job change is made
Replication Steps

The issue can be reproduced at will with the following steps:
1. Take Automatic Paysheet Update off Paygroup controls
2. Create Pay sheets
3. Make a change to Job data for the first day of the payrun
4. Add a row to payline and payrate changed expectantly even though Automatic Paysheet Update is turned off
