APT Activate Planning Node Does Not Add All Plan Node Items

Symptoms
APT activate planning node does not add all plan node items. However, if you add the planning node from the APT-AIR page, items move as expected.
You do not see any error in the message log in the process. The items just don't move forward.
According to documentation: "Next Planning Node: Builds out the next planning node, including any child program format tree nodes and items for which the Automatically Move to APT check box is selected on the Enrollment Category page"
In practice, it does the "move to APT check box" items and items with item types equal to plan node, year of plan, equal to term and equal to session item types as set in the program format definition. Not all program format tree nodes have to be one of these item types and those are left out, contrary to what the documentation describes.
The issue can be reproduced at will with the following steps:
1. Create an APT for a student (Records and Enrollment -> Program Enrollment -> Create APT)
2. Run the APT Request process to create the planning node
