ABMGT: End Date for Absence on New Manage Absences Page Remains Current Date When Start Date Is Changed to Earlier Date

Information in this document applies to any platform.
On the Manage Absences page, both the Start Date and End Date default to the current date. When the Start Date is changed to a future date, the End Date changes to that same date; however, when the Start Date is changed to an earlier date, the End Date remains the current date.
Steps to reproduce the issue:
1. Navigate to Employee Self Service > Time tile > Manage Absences tile.
2. Change the Start Date to a date earlier than today.
3. See that the End Date does not change.
