E-IB: After Upgrading to PeopleTools 8.60, an Existing Inbound REST Service Fails With a "No URI Resource passed in for Service Operation XXX" Error (Doc ID 2965053.1)

After upgrading PeopleTools (PT) 8.58.xx to 8.60, an existing inbound REST service began failing with the error below. The error is found in the errorLog.html.
The Service Operation contains the following URIs :

URI 1: {transFromDate}/{transToDate}
URI 2: /

Error:

RESTListeningConnector:returnResponse()
"No URI Resource passed in for Service Operation XXX (2,1301)"


The issue can be reproduced with the following steps:

1. Set up Integration Broker (IB) a PeopleTools 8.60 environment.
2. Create the inbound REST service with the URIs shown above.
3. Send in a message that uses URI #2.
4. Open the IB errorLog.html, and observe the error message above.

Changes

PeopleTools upgrade to PT8.60.
