EAP: Voucher Can Be Created With Inactive Project

Goal
When vouchers are created with inactive projects, there is a warning message that will just show that there is an inactive project and one can still save the voucher.
PROJECT_ID (XXXX) defined for line 1, distribution 1 is inactive. Choose an active value. (7030,1319)
Is there any configuration to avoid the voucher to be saved?
