Location Filters Return no Results When Searching In Fluid Class Search and Enroll and Logged In as Canadian French User (Doc ID 2965443.1)

Symptoms

When logged in using the Canadian French Language, FLUID Class Search and Enroll returns no results when searching using Location filters.

The issue can be reproduced at will with the following steps:
1. Log in as Student, in Canadian French.
2. Go to Fluid -> Manage Classes -> Classes Search and Enroll -> and select the filter of location
3. Note no results are found.
