Removing Milestones On The Latest Effective Date Deletes Old Effective Dated Attachments (Doc ID 2965674.1)

Symptoms

 When deleting a detail row from a Student Milestone, an attachment associated with a different detail row disappears when the Milestone is saved.

The student has multiple effective dated Milestones and multiple detail rows for each Milestone.

The issue can be reproduced with the following steps:

1. Navigate to Records and Enrollment > Enroll Student > Student Milestone.
2. Query a student with a Milestone and insert a new effective dated row, with one Milestone. 
3. Add an Attachment , save and exit the page.
4. Query the same student then add a second effective dated row with any other Milestone. Save and return to search.
5. Turn on Correct History and query the student′s Milestone.
6. On the second effective dated row, delete the the second milestone - the one with no attachment. Save the page and return to search.
7. Query the student′s Milestone record and go to the first effective dated row. Observe the Milestone is still there (as expected), but the the attachment is gone.
