The Justification Comments are Displaying Multiple Times on Print Preview Report Even if the Requisition Only has One Justification Comment

The issue can be reproduced at will with the following steps:
1. Click on the eProcurement Tile
2. Click on the Create Requisition Tile
3. Click on Special Requests from Left Menu
4. Enter required info and click Add to Cart
5. Note there is 1 item in the cart. Click Checkout
6. Justification Comments—Type Just Comment. Click Submit
7. Click on Print Preview
8. Click Yes to the question 'Do you want to print the requisition with distribution details'
9. Our Justification Comment printed correctly under Header Comments: Good so far.
10. Now click on Edit this Requisition
11. Do not make any changes. Click on Submit
12. Click on Print Preview
13. Click Yes to the question 'Do you want to print the requisition with distribution details'
14. The Justification Comment do not display correctly. The same justification Comment printed two times
