E-ES: Keyword Suggestion Search (PTSF_RECENT_KW) Stopped Working After Patching PeopleTools

Symptoms
Recently patched to PeopleTools 8.59.19 and ELK DPK 7.10.0_11. Keyword Suggestion Search (PTSF_RECENT_KW) stopped working after patching. This was working in the earlier release. The Menu Suggestion works without problem in the new patch though.
Go to Global Search Header and select any category other than Menu, the following error occurs on the screen:

1. If search is configured.
2. If configured, deploy and index the search category : <the chosen category>
3. If indexed, check user permissions

The same behavior happens in PeopleTools : 8.59.18 and 8.59.19
