E-CI/ExcelToCI: The List of Errors and Warnings on the HTML Error Page is Incomplete (Doc ID 2968110.1)

Symptoms

When uploading data that generates errors and warnings, users observed that not all errors and warnings appear on the HTML page containing the errors.
According to PeopleBooks, when errors and warnings occur during the upload, the HTML page is to display a complete list of the errors and warnings generated on the Staging and Submission sheet. However, testing shows that only the last "chunk's" errors and warnings are captured.

Steps to replicate:

1. Download a template, and add test data that generates errors and warnings.
2. Change the Chunking Factor to small value such as 1.
3. Upload a small set of records, and observe that only the last Chunk's errors/warnings are captured.
