Missing Previous UCAS Qualifications After Loading PUM 28 (Doc ID 2968584.1)

Symptoms

After importing UCAS applications using EIPUCAS, the qualifications have been wiped out for thousands of records.

This is related to bug 33918803: UCAS - SUPPORT FOR XML LINK INTERFACE - PHASE 3.  After upgrading to PUM28, which includes fix 34689923, it hasn't fixed the ones that were imported in between and those are the ones that look to have been deleted.
