When Role Action LAND_ON_REQ_SETTINGS_PG is enabled, the Requisition Defaults page is opened instead of the Checkout page when the user returns from the punchout vendor site.

The issue can be reproduced at will with the following steps:
1. Login as Requester who has Role Action "LAND_ON_REQ_SETTINGS_PG"
2. Navigate : eProcurement > Create Requisition
3. Enter Business Unit
4. Enter Requester
5. Click Ok
6. On Requisition Defaults page, enter Requisition Name
7. Click Done
8. Click Web Suppliers
9. Select the Web Supplier
10. Add Items
11. Return to Shopping Cart
