Enrollment Engine Is Not Enrolling Student In All Components Of A Class (Doc ID 2969557.1)

Symptoms

When a student enrolls in multiple classes at once and the multiple component course comes after another course, all the components are not getting enrolled.

The issue can be reproduced at will with the following steps:
Test 1: Enroll in only 1 class (ClassNbr: 18131). SUCCESS, Student is enrolled in all 3 components as expected (Discussion, Lecture, Lab)
Test 2: via Enrollment Web Service: Enroll in 5 classes in the same enrollment request. 18131 comes AFTER 2 Full Classes, . FAIL - Enrollment in 18131 says Success, but only the Lab and the Discussion were enrolled (Lecture was skipped)
Test 3: via Enrollment Web Service: Enroll in 5 classes in the same enrollment request. 18131 is enrolled BEFORE 2 Full Classes. SUCCESS- Enrollment says Success, Student is enrolled in Lecture, Lab and Discussion
Test 4: via Quick Enroll: Enroll in 5 classes. Enroll in 5 classes in the same enrollment request. 18131 comes AFTER 2 Full Classes, FAIL - Enrollment in 18131 says Success, but only the Lab and the Discussion were enrolled (Lecture was skipped)
