How to customize the WROKFORCE_FULL SYNC message structure to only filter out certain Paygroup employees (Doc ID 2970893.1)

If we use the delivered message WORKFORCE_SYNC structure which sends the data from HCM to Finance for the first time having 2 million rows in Job/Job_jr(custom record) record

1. It'll make the systems Inoperable for the users at that time.
Just to send 1k rows during, it freezes and it's NOT operable for over an hour.
2. It'll take forever to send from HR and then load into Finance.
3. It'll make even Finance inoperable for that period.
4. At the end it'll crash the system in order to send 2 million rows of data.

Hence to avoid such circumstance, was there any delivered way or any recommendation to customize the WROKFORCE_FULL SYNC message structure to only filter out certain fields (like Paygroup of employees) ?
