Employee is Defaulted into a Flexible Spending Account (FSA) and Cannot Opt Out (Doc ID 2971095.1)

Symptoms

Employee is being defaulted into the Flexible Spending Account - Dependent Care, but could not opt out of it as there is no Waive option. The employee elects not to contribute to the Plan because he/she does not want to participate. When elections are submitted, the following error displays on the Benefits Alerts page:

ERROR
-----------------------
  FSA Annual Pledge Currently you are contributing $0 to Flex Spending Health - U.S.. You must either
  increase your pledge amount or assign your credit rollover to FSA - Health Care
  in order to make the election.


Steps to reproduce the issue:

     1. Employee navigates to Employee Self Service homepage > Benefit Details tile > Benefits Enrollment tile.
     2. Employee selects Submit Enrollment.
     3. Benefits Alerts page displays the error.
