Symptoms

Receiving Error 9700,5 "Invalid State for Country. Please choose a valid State." on the "Update Employee Detail" page while changing the address to a Country that doesn't have or requires the State to be filled in from a Country that requires the State to be filled in.

Invalid State for Country. Please choose a valid State.

*The error is presented as a pop-up message in the application

The issue can be reproduced at will with the following steps:

1. Navigate to Travel and Expenses > Manage Employee Information > Update Employee Detail
2. Select an Employee from a Country that requires the State to be filled in (i.e. DEU - Germany)
3. Change the address to a Country that doesn't have or requires the State to be filled in (i.e. SGP - Singapore)
4. Upon saving, the user receives the "(9700,5)" popup message in PIA preventing the new address from being saved.
