Issue Found When Adding a New Effective date to Change Valid Values on Optional Fees

Symptoms
Adding a new effective dated row that adds or removes an optional value on the optional fees pages creates effective dated rows and valid values on OPT_FEE_TABLE that differ from the valid values on the effective dated rows on the OPT_FEE_TERM_VAL PAGES .
The issue can be reproduced at will with the following steps:
1. Open Set Up SACR, Product Related, Student Financials, Optional Fees, Optional Fees and add a new effective dated row with today's date to a fee. On the value tab add or remove a valid value.
2. Open Set Up SACR, Product Related, Student Financials, Optional Fees, Optional Fees - Term and create a new fee term for a term that begins after your new effective dated row.
3. Open Set Up SACR, Product Related, Student Financials, Optional Fees, Optional Fees per Term and create a new row for the new term/effective date in the OPT_FEE_TRM_VAL but notice the valid values displayed are the valid values from your initial effective dated row in OPT_FEE_VAL not the new values on your new effective dated row in OPT_FEE_VAL
