Symptoms

Learners are not able to see any results when searching for courses that they have access to, but are ineligibile to enroll for. It is expected that they should still be able to find and view the courses, but would get message "No offering available".


The issue can be reproduced at will with the following steps:
1. Search for the specific course or class from global search bar.

2. Page will say no results found.
