Symptoms
Alignment issues on project Costing budget detail page
1)Table Columns Rows are not Aligned on Grids where Descr is long and wraps to another line.
2)Activity Name/Budget Item is 30 characters long. The description wraps to another line in the row. The frozen rows to the left does not match up or align to the unfrozen columns/rows to the right.
3)Last line of the frozen rows to NOT display since the unfrozen lines are displayed in the scroll area.
4)Activity name/Budget Item all not aligned
Steps to reproduce the issue
1. Navigate to menu: project costing > budgeting > budget detail
2.Add 20lines
3.Activity Name/Budget Item should be 30 characters long
