HCM 9.2: Fluid Position Management: When Data is Added to Historical Rows, the Default Values are Extracted from the Most Recent Row (Doc ID 2974756.1)

Symptoms

In Manage position, when a historical row is added in the middle for e.g., the default values are not coming from the prior effdt row, but the default values are always coming from the most recent row. only.

Steps to replicate the issue:
Prerequisite for testing:
Choose a Position with the following Rows:
Row 1: Position Description should be populated.
Row 2: Position Description should be populated.
Row 3: Position Description should be left blank.

1. Navigate to Workforce Administrator Fluid Homepage > Position Management Tile > Manage Position Tile.
2. Add a Historical Row between Row 2 and 3.
Notice: The Position Description was copied from Row 1, however, it should have been left blank, because the Position Description from Row 3 is blank.

In case a historical Row between 2 and 1 is added, the Position Description is correctly carried over from Row 2, so the issue is happening only if the Position Description is left blank
