The Initialize Rule is Not Working in COBOL For Newly Created Elements. (Doc ID 2975534.1)

Symptoms

When selecting an Initialize Rule for an existing YTD accumulator, the PIN-STATUS-IND value is Y. But when creating a new YTD accumulators, this field and other fields are not being populated and hence the initialize rule is not being called.

The PIN-STATUS-IND, RTO-RSLT-SW, CALLED-IN-SEG-IND, INIT-FRML-CALLED-IND in COBOL trace are not getting populated for newly created elements.

Steps to replicate the issue:

1. Navigate to Set Up HCM > Product Related > Global Payroll & Absence Mgmt > Elements > Absence Elements > Absence Entitlements and create a new absence entitlement.
2. Notice that the respective YTD accumulator is not picking up values even when a simple formula is added in the Initialize Rule and also as a member element.
