User receives an error when adding or edit a line in Mange Order Sheets for a quantity greater than 1.

The issue can be reproduced at will with the following steps:
1. Navigate : eProcurement > Administer Order Sheets > Manage Order Sheets
2. Create an order sheet with item quantity 3
3. Enter Chartfields
4. Save 
5. Change the quantity from 3 to 5
6. Save
Issue : Receive a message instead of automatically updating the distribution line.
The line quantity (5) does not match the sum of distribution quantities (3) for line 1
