E-WF: Can an Approval Request to be Routed to the Next Step if no Approvers are Found in the Current Step and the Criteria For the Next Step is not Met?

Prior to PUM 41, the transactions is routed to the next steps even though the criteria is not met. After the bug fix for internal Bug REQUISITION WORKFLOW GOES WRONG WHEN NO APPROVERS FOUND AT PREVIOUS STEP is delivered in PUM 41, when the Error Action is set to "Route to next step on error" in the Process Definitions, transactions will be routed to the next steps only if the step criteria is met. If the criteria is not met, then it will be routed to the administrator.
How can transactions be routed to the next steps if an approver is not found in the current step and the criteria for the next steps is not met?
