How to change the language when the sign in page is bypassed, because of external SSO (Single Sign-On) and guest user logon?

How to change the language in a URL link where when bypassing the sign in page?

I found this Oracle documentation:

It mentions the language is linked to the language assigned in the user preference.
Is there another method to be able to change the language between 2 options, English and French?
