EPY: PSPPFUND Failing Because Using Current Job Info And Funding For Prior Period Time

Symptoms
PSSPPFUND is failing due to using current job information for prior period time.
If there is time to be paid with prior period time, the system is applying current job into, position and funding to the prior period even though it should apply the prior period job info, position and funding. This causes the PSPPFUND job to fail with the following error message:
000509 - There was no Job Code for the given keys
The issue can be reproduced with the following steps:
1. Job Data has a prior effective date with Job Code different from the current effective dated row - Workforce Administration>Job Information>Job Data
2. Create paysheets - Payroll for North America>Payroll Processing USA>Create and Load Paysheets>Create Paysheets
3. Run T&L Load to paysheets that has prior begin and end dates before the current row in JOB - Payroll for North America>Payroll Processing USA>Create and Load Paysheets>Load Time and Labor
4. Verify that the additional data on the TL records row has the current Position and Job Information - Payroll for North America>Payroll Processing USA>Update Paysheets>By Payline
