E-CLOUD: Load Error : File '<PROGRAM NAME>' error code: 173 Called Program File Not Found in Drive/directory When Running COBOL on Provisioned Environment (Doc ID 2978541.1)

Symptoms

Running COBOL program on a mid-tier environment deployed through PeopleSoft Cloud Manager fails with the following error:

Load error : file 'PTPDBTST'
error code: 173, pc=0, call=1, seg=0
173 Called program file not found in drive/directory

Running cobol compile manually in the command line throws the following error:

su -s /bin/bash - psadm1 -c "/u01/app/oracle/product/pt/ps_home/setup/pscbl.mak ps_home"

Error: 'License failure: no license available'


The issue can be reproduced at will with the following steps:
1. Setup COBOL on Cloud Manager. Navigation: Cloud Manager Settings > Visual Cobol License.
2. Add the Batch server or Process Scheduler mid-tier node to the environment. 
3. Run a standard COBOL process or run the COBOL compile manually.
