Subset of Application Cobol Programs Fail to Compile Using Pscblcs.mak on Oracle Linux 8

Symptoms
When attempting to compile CS application cobol using PSCBLBCS.mak, some of the programs fail to compile. In one reported case, the issue affected the following subset of files:
FMSNT19 fail to compile
FMCALC20 fail to compile
FMRJCT20 fail to compile
FMSNT20 fail to compile
FMTWEK20 fail to compile
IMCALC20 fail to compile
IMMAPO20 fail to compile
IMMSGE20 fail to compile
IMPLUS20 fail to compile
IMTWEK20 fail to compile
INAS2020 fail to compile
INCOMP20 fail to compile
INFUNC20 fail to compile
ININAR20 fail to compile
INTAX20 fail to compile
FAPINAS1 fail to compile
FAPINCP1 fail to compile
FAPPLINB fail to compile
IMPLUS20 fail to compile
SRPCERPT fail to compile
All other files not listed compile successfully. For the affected subset of programs, the issue occurs when compiling on Oracle Linux 8. The compile works successfully on previous versions of Linux, such as Linux 7.
The issue can be reproduced with the following steps:
- Execute the compile using PSCBLCS.mak.
- Note any error .lst files produced and review messages in the files.

The issue occurs after upgrading to Linux 8 from a previous version of Linux.
