When the Description for a Benefit Plan Is Changed, It Sometimes Displays Before the Effective Date (Doc ID 2981457.1)

Symptoms

When a Plan Description is changed as of an Open Enrollment Event Date, it displays as the Current Plan for employees already enrolled in the plan.

Steps to reproduce the issue:

     1. Employee enrolled in the Plan with a new description sees that as their Current Plan on the tile on the Enrollment Summary (Navigation: Employee Self Service homepage > Open Enrollment tile, Benefits Enrollment step).
