ELM 9.2: With Storage Group Functionality using Loadbalancer URL, Unable to Upload the SCORM Content (Doc ID 2982091.1)

Symptoms

When uploading SCORM 2004 content zipped file with Storage Group defined, the content is not upload to webserver storage group folder
using a load balanced URL for the URL LM_SCORM_UPLOAD and the Learning Component page URL/File Patch.

 

ERROR MESSAGE:

Receive an error message in Filetransfer log:

* Trying { IP Address}
* TCP_NODELAY set
* connect to { IP Address} port 443 failed: Connection timed out
* Failed to connect to {Load Balancer URL} port 443: Connection timed out
* Closing connection 0

In Trace file, Error Message: 

 File Transfer Failed : FTP library Error code : 7 - Couldn't connect to server


The issue can be reproduced at will with the following steps:

1. Log in as Learning Environment Administrator
2. The web server/Port being used in the URL LM_SCORM_UPLOAD is a Load Balancer URL.
3. Navigate to Enterprise Learning > Catalog > Maintain Classes > {search/select Class to upload the SCORM Content}
4. from the Learning Component tab, add the web-based Component Type or {click} Edit button for Web-based Component type
5. The URL/File Path is a Load balancer URL
  enter the Compliance and Technical Data:
  Compliance: SCORM2004
  Storage Group Name
  URL/File Patch
