Receive an Error "ACCOUNT_LACKS_PERMISSIONS This Account lacks sufficient permissions." on the Configure OAuth Page when Saving User Details that don't have Signing Group Capabilities (Doc ID 2982650.1)

Symptoms

Receive an error on the Configure OAuth page when saving user details that don't have "Signing Group" capabilities.

The issue can be reproduced at will with the following steps:
     1. Navigate : Supplier Contracts > Supplier Contracts Setup < Configure OAuth
          Create Account for DocuSign
     2. Enter credentials and click OAuth Access Token
     3. Add Account Users
     4. Click Save
     Issue : Receive Error

ACCOUNT_LACKS_PERMISSIONS This Account lacks sufficient permissions.
The PeopleCode program executed an Error statement, which has produced this message.


Note : Signing Group is not enabled for DocuSign Account.
