Benefit Rates in Self Service Benefits Enrollment for Employees in a Benefit Program Are Not Displaying Correctly (Doc ID 2982662.1)

Symptoms

The Benefit Rates are the same for all Benefit Programs but they are not displaying in Self Service Benefits Enrollment correctly for the employees in just one Benefit Program. They are displaying as the annual amounts for those employees.

Steps to reproduce the issue:

     1. Employee navigates to Self Service > Benefits > Benefits Enrollment.
     2. Costs are displaying as annual amounts.
