Symptoms

Portal Security Sync does not update Content Reference inside a 'Hidden from Navigation' Folder.

After adding a new (custom) Permission List to a Component based Content Reference, that is defined inside a 'Hidden from Navigation' Folder, and migrating the Permission List to the target environment, security for that Content Reference got out-of-sync. The Portal Security Sync process did not update that Content Reference's Security tab with the new Permission List.

Note: The Content Reference itself is not set with the checkbox 'Hidden from navigation'. Only its parent folder is.

The issue occurred in the customer site with the following steps:
[Using PTSF_GBLSRCH_FLUID just as an example. Its parent folder is 'Hidden from navigation' - Folder: Tools - Hidden]

1. Add a new (custom) Permission List that grants access to Menu.PORTAL_ADMIN, Component.PTSF_GBLSRCH_FLUID (Global Search Fluid)
2. Migrate the Permission List to the target environment.
3. Note that the custom Permission List is not listed in the Security tab for the corresponding Content Reference - PTSF_GBLSRCH_FLUID_GBL.
4. Run the Portal Security Sync process and observe that the Content Reference's Security page was not updated with the new Permission List.
